rename root namespace from util to cruft
...
This places, at long last, the core library code into the same namespace
as the extended library code.

uri: remove componentwise ostream operator
...
componentwise output was a surprising behaviour for what is sometimes a
string-like object. users can elect to write the entire string via all()
or the components manually as required.
