Danny Robson 01f1094931 Add initial support for *-mingw* CHOST
This is a direct copy of the Gentoo boost-1.53.0 ebuild, with only minor
differences to support mingw targets.

* specify target-os in bjam options
* disable builds with threads and shared linking due to unresolved
  linking errors.
